L'aboutissement d'investissement dépend de l'approbation des gouvernements chinois et suédois et du feu vert de la Banque européenne d'investissement et  de l'actionnaire General Motors.


Interrogé mercredi afin de savoir si l'opération avait été soumise à la commission nationale du développement et des réformes chinoise pour approbation, Pang a déclaré qu'il ne l'a pas été .


"Youngman Pang Qingnian est celui qui est censé envoyer la demande à la NDRC," a déclaré Pang. "Autant que je sache, il sollicite des opinions parmi les experts de l'industrie concernant l'affaire. Ils ne sont pas encore prêts."


Pangda avait payé 45 millions d'euros à Saab dans le cadre d'un accord séparé pour l'acquisition de 2000  voitures mais la livraison n'a pas encore pu etre faite en raison d'un arrêt de production depuis avril.


«Quant à l'injection de trésorerie (dans Saab), je ne peux le faire seulement qu'après que le gouvernement approuve l'accord", a déclaré Pang.


Interrogé sur les perspectives de gagner l'approbation, il dit: «Quand il s'agit de Saab, je pense que si c'est en Chine, le gouvernement ne le laissera pas s'effondrer."


Gagner l'autorisation du gouvernement chinois pourrait être difficile parce que Pékin suit une politique stricte et sensible aux prix quand il s'agit d'acquisitions à l'étranger.


Le défaut d'obtention de l'approbation de Pékin avait torpillé un accord conclu entre Saab et Hawtai Motor Group en mai, tandis que la candidature de Sichuan Tengzhong  Machinerie industrielle pour acheter la marque Hummer de GM en 2010 a également été vouée à l'échec .


Zhejiang Geely Holding Group Co., qui a racheté Volvo Car Corp en 2010, a démenti les informations la semaine dernière comme quoi l'industriel  était intéressé par Saab.


Beijing Automotive Industry Holding Corp, qui développe de nouveaux modèles basés sur les anciennes plates-formes Saab  ne veut pas s'impliquer dans la restructuration de la marque a déclaré cette semaine  le président Xu Heyi .

Saab still has not received a vital bridge loan of 613 million yuan that was secured by Youngman, money considered key to its short-term survival.

The investment hinges on approval from the Chinese and Swedish governments and a green light from the European Investment Bank and Saab shareholder General Motors.

Asked on Wednesday whether the deal had been submitted to China's National Development and Reform Commission for approval, Pang said it had not.

"Youngman's Pang Qingnian is the one that is supposed to send the application to the NDRC," Pang said. "As far as I know, he is soliciting opinions among industry experts regarding the deal. They are not done with it yet."
Pangda had paid 45 million euros to Saab for a separate deal to purchase 2,000 cars but had not received any cars because of a production halt since April.

"As for the cash injection (into Saab), I can do that only after the government approves the deal," Pang said.

Asked about the prospects for winning approval, he said: "When it comes to Saab, I think if it's in China, the government wouldn't let it collapse."

Gaining Chinese government clearance could be difficult because Beijing follows a strict and price-sensitive policy when it comes to overseas acquisitions.

Failure to gain Beijing's approval on time torpedoed a deal Saab entered into with Chinese company Hawtai Motor Group in May, while Sichuan Tengzhong Heavy Industrial Machinery's bid to buy GM's Hummer brand in 2010 also fell through.

Zhejiang Geely Holding Group Co., which bought Volvo Car Corp. in 2010, denied reports last week that it was interested in Saab.

Beijing Automotive Industry Holding Corp., which is developing some new models based on old Saab platforms, does not want to get involved in the restructuring of the 60-year-old Swedish brand, Chairman Xu Heyi said this week.
